Frank Waugh is a 2004 graduate of El Dorado High School and an Eagle Scout.

Frank is recognized on the Liberty side of the

memorial because of his outstanding service in the

community of El Dorado, as well as his diligence

to the the motto of the Boy Scouts of America—

"Be Prepared." Because of the high standards

of leadership and citizenship which he has maintained,

and because the Boy Scouts of El Dorado were

instrumental in establishing the original Miss Liberty

monument in 1950, an El Dorado family wanted to

recognize him for the hope and promise his life

exemplifies.
